By city legend (too good to disprove), Zurab Tsereteli wanted to gift the city the Chronicles of Georgia monument to stand on Freedom Square — replacing Lenin, who lived and lived, then wasn't (unlike Sakartvelo). Which Persian relatives the administration invoked to convince the artist that a hilltop by the sea would at least give him better visibility, the editors don't know. But some Eastern tradition was clearly involved.
